Silva is leaving City after 10 years at the club, with Sunday's home match against Norwich his last in English domestic competitions.
Both Guardiola and Silva contributed to a video tribute for the latter ahead of his final Premier League game.
"When we have to find space, he's the best that I've seen," Guardiola says during it.
"I've never seen anyone move between the lines like he does.
"He's more than a great competitor.
"He makes the team play, he makes passes, he's involved in the play.
"He's a fantastic player.
"He decided to leave after 10 years here. Let's hope we can have a farewell celebration, which is totally deserved, and that he can find somewhere to finish his sporting career."
When Silva joined Manchester City a decade ago, they were far from the club they are now.
"I'm proud to be the player to have played the most Premier League games for this club," Silva says in the video.
"What changes you from being a good player to being the best are the decisions that make you on the pitch.
"When you start to win, people expect you to win.
"We didn't used to win before, we started to win and now we're expected to win.
"If you don't win, it's a failure.
"The decisions are so important. It's a game of decisions and, if you make good ones and you know how to do it, it will be much better."
